I traveled to St. Louis with a couple of friends during the last week of April 2011, shortly after they were pummeled with endless rain, thunderstorms and tornadoes. The Mississippi River was quite flooded, though not nearly as high as its record level apparently. At the Arch Riverfront Park, you could go down the steps in front of the arch and walk right into the river because the water level was so high.
